Camera Quality In Different Countries?

While watching the latest episode of The Rachel Zoe Project, I realized that the camera quality is different when Taylor is in L.A. and when Rachel is in Paris. I also notice it while watching Skins and other British television shows. Why is the quality so different?

British series are mostly taped in SD, in 576/25 PAL, and might have losses converting to 480/30 NTSC.
