What is the California labor law regarding “direct deposit” employee paychecks?

Quick info…My husband and several other employees at his hospital workplace did not receive their “direct deposit” pay today…At first, the hospital manager stated that it was Bank of America’s fault (which is my husband’s bank), but later on today we found out that several other employees that belong to different banks had the same problem (so obviously it wasn’t a B of A problem)…To make a long story short, the manager contacted the hospital CEO to authorize an issue of a paper check to all the employees that have not yet received their wages…Per the hospital manager, the CEO said “No, wait till Monday” (he’s out of town on ski trip)…Isn’t this against the law? Don’t all employees have a right to receive wages on payday? If anyone knows the California labor standards or if they can recommend a website for us to look into?

In California, wages, with some exceptions, must be paid at least twice during each calendar month on the days designated in advance as regular paydays. The employer must establish a regular payday and is required to post a notice that shows the day, time and location of payment. (Labor code section 207)

Late payment is a misdemeanor, and the employer can be fined. Unfortunately, unlike late payment of a final paycheck, the penalties for which go to the employee, the fines for late payment of regular wages go to the State.
